The Air & Space Critical Infrastructure requires an unprecedented level of cooperation and coordination bridging physical and cyber domains, and a sustainable collaborative infrastructure connecting public- and private-sector stakeholders.


​Air, Space, Robotics, Unmanned Systems and Modeling & Simulation are comprised of critical interdependencies, dependent upon management of physical and cyber  operational risk (all-hazards) ​​

The Air & Space ISAO, headquartered at the Center for Space Education at NASA Kennedy Space Center is authorized as an Information Sharing Analysis Organization (ISAO) by:


The 2015 Presidential Executive Order 13691 -

"Promoting Private Sector Cybersecurity Information Sharing" 


  • EO 13691 - Section 1, Policy:  In order to address cyber threats to public  health and safety, national security and economic security of U.S. private companies, non-profit organizations, executive departments and agencies, and other entities must be able to share information related by cybersecurity risks and incidents, and collaborate to respond in as close to real-time as possible.


  • EO 13691 - Section 2. Policy: Information Sharing & Analysis Organizations - (a) The Secretary of the US Department of Homeland Security shall strongly encourage development and formation of Information Sharing and Analysis Organizations (ISAOs); (b) ISAOs may be organized on the basis of sector, sub-sector, region, or any other affinity, including in response to particular emerging threats or vulnerabilities.  ISAO  membership may be drawn from the publlc or private sectors or consist of a combination of public and private sector organizations.

The Cybersecurity Information Sharing Act of 2015 (CISA)


ISAOs are further authorized by the Cybersecurity  Information Sharing Act of 2015 providing for increased authority of sharing cyber threat indicators and defensive measures for a "cybersecurity purpose" between and among the private sector, and Federal and State/Local/Tribal/Territorial government (SLTT).


Per the CISA Act and CISA Guidelines developed by US DHS, US Dept. of Justice, Office of the Director of National Intelligence and the US Dept. of Defense:


  • Non-Federal entities may share cyber threat indicators and defense measures (CTI/DM) through an ISAO to federal agencies on their behalf to receive liability protection, other protections and exemptions;


  • Private entities may share CTI/DM with an ISAO to receive liability protection,  other protections and exemptions; and

  • ISAOs that share CTI/DM with the federal government receive liability protection, other protections and exemptions.​​

To accelerate advancing Air & Space critical infrastructure cyber resilience, a collaborative public- and private-sector collaborative  partnership established the Air & Space ISAO (AS-ISAO) at the Global Institute for Cyber Security Resilience at NASA/Kennedy Space Center, FL.; and as a Member of The International Association of Certified ISAOs (IACI).

The mission of the AS-ISAO is to enable, promote and sustain Air & Space cyber resilience via accelerating 

security situational awareness information sharing and coordinated response supported by adoption and adaption of best practice operationalized by workforce education.

CRITICAL INFRASTRUCTURE

Critical infrastructure represents the assets, systems and networks (physical or virtual), that are so vital, that incapacitation or destruction would have debilitating and potentially catastrophic impacts within and across global sectors and sub-sectors.


As cyber threats and attacks continue to increase in frequency, severity and sophistication, impacts can result in endangering national security, economies, business continuity and public safety.
